There are a number of pilots (of jets and the like) and flight engineers who work for Cathay Pacific Airlines and operate balloons as a hobby. However I think there is little ballooning in Hong Kong. You could try looking for Richard Parry.
In mainland China, Wang Lei works for the national air-sport federation and was an Observer at the international meet at Saga in Japan last year.
