has any body tried treating porous envelope fabric with any substance, ie tent proofer??

Yes, a Pu/t of mine has just coated the inside band below the (already replaced) parachute on an 077 with Fabseal. It was suggested by Ian Kerr (exCamerons) (who hadnt tried it himself). After a test patch to look for any ill effects (stickiness, fabric weakening) and positive effects (reduced porosity), we have now done most of the band - three panels deep. The treated area is noticeably less porous than the untreated (but not as good as new), and fuel consumption has improved from about 110 litres per hour to about 70.

We will have to cold inflate the balloon upside down to finish the job.
