Where can one go about learning to fly gas balloons? Is a hot air balloon rating a prerequisite?

Yes, an LTA with airborne heater is required. The cost will be $5500 for 2 in addition to your travel.

It seems more likely that an airship certification would be required, as there is a lot about gas balloons that would not be addressed in hot air balloon certification procedures.

Airship certificatioin is something else. Airships are steerable and have attitude controls and a couple of fans to worry about. Emergency proceedures would be quite different.
